About
It is one of the three All India Services of government of India. It was constituted in the year 1966, under All India Services Act, 1951 by the government of India.
Earlier, British raj in 1864 established the Imperial Forest Department and “Dietrich Brandis” appointed as a Inspector General of Forest.
A Forest Service officer is wholly independent of the district administration and exercises administrative, judicial and financial powers in their own domain.
Positions in state forest departments are held only by Forest Service officers such as
- ❖ District Divisional Forest Officer (DFO),
- ❖ Conservator of Forest (CF) ,
- ❖ Chief Conservator of Forest (CCF) and
- ❖ Principal Chief Conservator of Forest (PCCF)
The highest-ranking Forest Service official in each state is the Head of Forest Force.
Administration of the Service is the responsibility of the Ministry of Environment, Forest and Climate change.
Officers are recruited through an open competitive examination conducted by the UPSC and then trained for about two years by the Central Government at Indira Gandhi National Forest Academy, Dehradun.
They are eligible for State and Central deputations as their counterpart IAS and IPS officers.
The first Inspector General of Forests, Hari Singh, was instrumental in the development of the Forest Service.
Eligibility Condition
- Nationality
- A candidate must be
- ❖ a citizen of India or
- ❖ a subject of Nepal or
- ❖ a subject of Bhutan or
- ❖ a Tibetan refugee who came over to India before 1st January, 1962 with the
intention of permanently settling in India, or
- ❖ a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka,
East African countries of Kenya, Uganda, the United Republic of Tanzania,
Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of
permanently settling in India.
- Age Limit
- A candidate must have attained the age of 21 years and must not have attained the age of 32 years.
- Relaxation
- ❖ Up to a maximum of five years if a candidate belongs to a Scheduled Caste or a Schedule Tribe
- ❖ Up to a maximum of three years in the case of candidates belonging to OBC (Non Creamy layer)
- ❖ Up to a maximum of three years in the case of Defence Services Personnel, disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof
- ❖ Up to a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service
- ❖ Up to a maximum of 10 years in the case of
- ➢ Blindness and low vision;
- ➢ Deaf and hard of hearing;
- ➢ Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims
and muscular dystrophy;
- ➢ Autism, intellectual disability, specific learning disability and mental illness
- Minimum Educational Qualification
- A candidate must hold a Bachelor's degree with at least one of the subjects namely
- ❖ Animal Husbandry & Veterinary Science
- ❖ Botany
- ❖ Chemistry
- ❖ Geology
- ❖ Mathematics
- ❖ Physics
- ❖ Statistics
- ❖ Zoology or
- A Bachelor's degree in Agriculture, Forestry or in Engineering of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
Note:
Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the result as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination.
- Number of Attempts
- Every candidate appearing at the examination shall be permitted six attempts at the examination.
- NO restriction on the number of attempts in the case of Scheduled Castes and Scheduled Tribes.
- Candidates belonging to Other Backward Classes shall be permitted nine attempts at the examination.
- Candidate of Persons with Benchmark Disability belonging to the General and EWS Category shall be eligible for nine attempts.
Note:
An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination.
If a candidate actually appears in any one paper in the Preliminary Examination, as a candidate for the Indian Forest Service (Main) Examination, it will be deemed that the candidate has made an attempt at the Examination.
Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.

Note: Union Public Service Commission will hold a Screening Test for selection to Indian Forest Service (Main) Examination through Civil Services (Preliminary) Examination in accordance with the Rules published by the Ministry of Environment, Forests and Climate Change in the Gazette of India.

- ➢ History of India and Indian National Movement.
- ➢ Indian and World Geography-Physical, Social, Economic Geography of India and the World.
- ➢ Indian Polity and Governance-Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
- ➢ Economic and Social Development-Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
- ➢ General issues on Environmental ecology, Biodiversity and Climate Change - that do not require subject specialization.
- ➢ General Science
- ❖ Paper (II): 80 (Q); 200 (M); 2 hours
- ➢ Comprehension
- ➢ Interpersonal skills including communication skills
- ➢ Logical reasoning and analytical ability

Notes:
Paper-II of the Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%.
